Why can a lower office grade sometimes show a higher rent?

RVD figures are averages based on rental transactions recorded in each period. Differences in unit size, building characteristics and the mix or number of transactions mean that a lower grade can occasionally show a higher average rent in a particular month.

This is a comparison of district-level published averages, not a ranking of individual buildings. Any P, X or Z source flags remain visible in the result above.

How the Hong Kong office rent calculator works

Select an RVD office district, Grade A, B or C, and the office area you are considering. The calculator applies the latest valid average rent published for that district and grade to the area entered. Where the latest month has no valid observation, it looks back by calendar month for up to 12 months and identifies the actual observation period used.

The result is an indicative average net-rent benchmark. It is intended to help frame an early property conversation, not to replace a lease proposal, building review or workplace test fit.

What does the RVD office rent benchmark represent?

The source is the Rating and Valuation Department’s Private Offices — Average Rents by Grade and District — Monthly dataset. RVD average rents use rental information recorded for fresh lettings effective in the analysed month, with renewal rents for non-domestic premises also included. The figures are analysed on a net basis, excluding rates, management and other charges.

RVD publishes the figures for general reference and does not intend them to be applied to a particular property. Changes between periods can reflect differences in the quality, location or other characteristics of offices transacted, rather than a pure movement in market value. Recent observations can be provisional and limited-transaction figures require caution.

Internal floor area matters. RVD measures non-domestic accommodation using internal floor area. If your source area is gross, lettable or a marketing figure, it may not be directly comparable. This calculator does not invent a conversion factor.

Which Hong Kong office districts are covered?

The calculator follows the seven office sub-district groupings in the RVD monthly dataset:

  • Sheung Wan
  • Central
  • Wan Chai / Causeway Bay
  • North Point / Quarry Bay
  • Tsim Sha Tsui
  • Yau Ma Tei / Mong Kok
  • Kowloon Bay / Kwun Tong

These groupings provide a consistent basis for comparing major private-office markets on Hong Kong Island and in Kowloon. They do not cover every location used in commercial-property marketing, and the tool does not attempt to assign an individual address to an RVD district.

Office Grade

What do Grade A, B and C offices mean?

Office grade reflects the characteristics of the building rather than where it is located. RVD classifies offices according to factors such as finishes, floor plate, air-conditioning, lift services and management. The same grade can therefore be found across different Hong Kong office districts, while rental benchmarks can vary considerably by location.

The calculator uses both the selected district and office grade to find the corresponding RVD rental benchmark.

Grade A offices

Modern offices with high-quality finishes, flexible layouts, larger floor plates, spacious and well-finished common areas, effective central air-conditioning, good lift services, professional management and normally parking provision.

Grade B offices

Conventional offices with good-quality finishes, generally flexible layouts, average-sized floor plates, adequate lobbies, central or standalone air-conditioning, adequate lift services and good management. Parking is not essential.

Grade C offices

More basic office accommodation with simpler finishes, less flexible layouts, smaller floor plates, basic common areas, generally no central air-conditioning, more limited lift services and minimal-to-average management.

MJPM has not independently graded a particular building. Use the RVD grade as a market reference, then review the actual building and tenancy.

Why can a particular office rent above or below the benchmark?

Building condition and management

The quality of common areas, lifts, air-conditioning, building management and maintenance can influence how a property is positioned.

Floor, outlook and configuration

Height, view, natural light, columns, core position and subdivision can affect both market appeal and usable workplace.

Floor-plate efficiency

A lower unit rate does not always produce a lower workplace cost if a less efficient floor needs more leased area.

Existing condition and landlord provisions

Fitted office, bare shell, reinstated space or retained building services can lead to different fit-out requirements.

Lease terms and incentives

Lease length, break options, rent-free periods, landlord works and concessions can alter the economic outcome.

Timing and transaction sample

A provisional or limited-transaction observation may be less representative, and current asking terms can move before publication.

What is not included?

RVD average rents are analysed on a net basis. The calculator does not add or estimate rates, management fees, utilities, deposits, agency or legal costs, incentives, furniture, technology, design, fit-out, relocation or future reinstatement obligations.

These items should be modelled from the actual lease proposal, building information and project scope.

From Reference To Decision

Rent is one part of the workplace decision.

A lower rental benchmark does not automatically mean a better workplace choice. The actual project outcome also depends on usable floor plate, internal floor area, building services, landlord provisions, layout efficiency, workplace density, fit-out requirements, programme and reinstatement obligations.

The source is scheduled for monthly updates. This website checks the official CSV automatically each day and publishes a new validated build only when the normalized government data changes. The data period shown in the result refers to the observation month in the RVD dataset, not the date on which the website last checked the source.

Hong Kong office rent calculator FAQ

Is this calculator showing current asking rent?

No. It uses the latest valid average rent published by the Rating and Valuation Department for the selected office grade and district. Asking rents for a particular building or unit can differ from the government benchmark.

Are rates and management fees included?

No. RVD analyses the rental figures on a net basis, excluding rates, management fees and other charges. The calculator follows that basis.

Why does the calculator mention internal floor area?

RVD measures non-domestic accommodation using internal floor area. If the area entered comes from a gross, lettable or marketing figure, it may not be directly comparable with the source rate. The calculator does not assume a conversion because building efficiency varies.

Why is the latest figure marked provisional?

RVD can revise figures for recent months as further rental information becomes available. A provisional notice means the observation should be read as an early published figure rather than a final one.

Why are some district and grade combinations unavailable?

The source may show no available figure or no transaction record for a particular month. The calculator can look back up to 12 months for the most recent valid observation; it returns an unavailable state if no sufficiently recent figure exists.

Can the result be used to value a specific office?

No. The result is a district-and-grade average for general reference. A particular office can differ because of its building, floor, condition, layout, services, lease terms and timing.

How often is the office rent data updated?

RVD publishes the source on a monthly schedule. The website checks the official CSV automatically each day and rebuilds only when validated data changes, including revisions to an existing month.
